Private landlords must ensure their rental properties comply with the healthy homes standards within certain timeframes. All boarding houses (except Housing New Zealand and Community Housing Provider boarding house tenancies) must comply with the healthy homes standards.

What's Required for Healthy Homes Insulation?

Since 1 July 2019, all rental homes in New Zealand must have ceiling and underfloor insulation that meets minimum R-value requirements (the level of thermal resistance). The exact values depend on where your property is located, but in most parts of the country, you'll need at least:

  • Ceiling Insulation: R 2.9 or higher
  • Underfloor Insulation: R 1.3 or higher

The insulation also needs to be in good condition — no gaps, no mould, and no damage. If the existing insulation is old or doesn’t meet the standard, it will need to be topped up or replaced.
